docs(plans): clarify S32 Step 10b scope

Radamanthus Batnagrequested to merge
rbatnag/s32-plan-step-10b-scope into main

Clarify that Step 10b modifies the OCI hosted lookup adapter to retain media type while it builds position records.

The Step 10b implementation changes this adapter, but the plan did not name it. This dedicated plan amendment records that scope correction.
