docs(plans): record the open step MRs in the S11 provenance Status table

The plan's Status table has a single writer. Step MRs never edit their own row, so a dedicated docs(plans) branch records each wave's rows at MR-open time. This MR records Steps 2, 3, 4, 5, 6, 7, 8, and 10 of the S11 npm provenance attestations plan. It touches the MR column only, no prose changes.
