docs(s11): harden publish envelope against resource exhaustion

Summary

Amends S11 (npm local) per the required actions in gitlab-org/ops/artifact-registry#82. Spec-only change; no code is touched (no Go in internal/format/npm/ yet). The future S11 backend plan inherits the amended contract.

Spec-only MR; the new Acceptance Criteria entries become test obligations on the future S11 backend MRs.
