docs: correct S01 status from Implemented to Approved

Summary

Correct S01 HTTP server and routing status from "Implemented" to "Approved" in both the spec index and the development model's Minimum Foundations table.

Context

S01's implementation landed as part of the OCI local batch and was reverted in !161 (merged). The spec is approved but the code is no longer on main.
