docs(plans): record the S20-A step 18 MR on the Status table
Step 18 opened as !1885, so its row on the S20-A Status table is filled here.
AGENTS.md guardrail 4 keeps that table to a single writer. A step MR does not
edit the plan file, and an empty cell means "not yet recorded" rather than "not
started", so the row is recorded in the same sitting as the step MR opening.
The standing table MR for this plan, !1840 (merged), merged earlier today. This is a fresh
dedicated docs(plans) branch rather than an edit to it.
