What this does
Records !1812 against row 14 of the S20-A Status table.
Step MRs do not edit the plan file, so the table takes a single writer and the fill happens when the step MR opens.
Row 14 had no vehicle at that moment: no open merge request touched this plan, and the previous batch MR !1780 had merged.
