docs(specs): amend S33 verifications to the 422 failing-id contract

What

The S33 amendment recording the batch-verifications contract proposed to the auth team on #181 (closed), plus the matching plan Step 8 wording and its Status row. Docs only; the implementation stacks on this MR as !1141 (merged).

  • Spec (docs/specs/S33-gitlab-api.md): the original opaque single-400 becomes 400 for malformed requests and 422 listing the failing ids in error.details.repository_ids; soft-deleted repositories verify as belonging; the 413 row joins the error table. AC 11, the error-cases table, the security section, and the resolutions log follow.
  • Plan (docs/plans/2026-07-17-s33-phase1-namespace-lifecycle.md): Step 8's scope/acceptance/tests lines follow the amended contract; the Status row links !1141 (merged).

Status

The auth team confirmed the contract on #181 (closed) 2026-07-31 (confirmation: #181 (comment 3626971317), ancestors question resolved in #181 (comment 3630623599)). In review; !1141 (merged) follows this MR.
