Allow to configure direct_upload of artifacts/uploads
This adds support for these two MRs:
- https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/18160
- https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/18156
The current limitation of Artifacts is that it can only use Google Cloud.
This is enforced in the initializer of GitLab Rails.
This is off by default. We should change default later, once this is fully tested, probably %11.0.
