Add config for action_dispatch trusted_proxies

When/If https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/3524 goes in.

In order to allow users to add their reverse-proxies IPs to be filtered out of X-Forwarded-For when logging a user's signed-in IP. Relates to: https://gitlab.com/gitlab-org/gitlab-ce/issues/3538
