[19.3] Bump BUILDER_IMAGE_REVISION to 5.65.4

What does this MR do and why?

Bumps BUILDER_IMAGE_REVISION to 5.65.4 on 19-3-stable. Builder 5.65.4 adds GOFIPS140=off to the golang-fips toolchain, fixing the FIPS build regression introduced when 5.65.3 moved to the go1.26.10-1-openssl-fips tag (which flips the unset GOFIPS140 default to certified, conflicting with GOEXPERIMENT=boringcrypto).
