Bump gitlab-omnibus-builder version to 5.68.1

What does this MR do?

Bumps BUILDER_IMAGE_REVISION in gitlab-ci-config/variables.yml from 5.68.0 to 5.68.1 on 19-4-stable, staying on the 5.68 stable line.

Follows the same pattern as !9798 (merged), !9942 (merged) and !9602 (merged).

Note: the 5.68.1 tag may not exist yet in gitlab-org/gitlab-omnibus-builder. The pipeline is expected to fail until the tag is created and only needs a retry afterwards.
