Backport: Bump timeout of Pulp upload jobs to 2 hours

What does this MR do and why?

Backport of 9125792e (!9813 (merged)) to 19-0-stable.

The staging upload jobs that push packages to Pulp on dev.gitlab.org time out at 60 minutes. Many jobs upload to the same Pulp repository at the same time, for example when several GitLab versions are built together. Each upload then waits for a repository lock, so one job can take more than 60 minutes. Increase the timeout of .staging_upload_template and .production_release_template to 120 minutes. master and 19-5-stable already use 120 minutes.

The cherry-pick had a context conflict (variables: after the timeout line). The change is the same 2 lines.
