Backport Ubuntu 22.04 FIPS to 18.11

What does this MR do?

    Run Ubuntu 22.04 FIPS build on internal releases

    - `Ubuntu-22.04-fips-branch` inherits only `.fips_branch_template`
      rules, which exclude `INTERNAL_RELEASE_BUILD_PIPELINE`. The job is
      required on 18.11, so backport the rule block from master.
