18.10 - Cherry-pick !9288 and !9311 - Remove PackageCloud CI and rename pulp jobs

What does this MR do and why?

Cherry-picks !9288 (merged) and !9311 (merged) into 18-10-stable.

• !9288 (merged): removes all PackageCloud CI upload machinery (templates, jobs, and variables) since PackageCloud has been superseded by Pulp
• !9311 (merged): renames -pulp CI jobs and flattens upload/release templates now that PackageCloud CI jobs have been removed
