Auto upgrade single node installs to PostgreSQL 17
Postgres 17 is going to become the minimum supported version in GitLab 19. GitLab 18.11 turns on auto-upgrade for single node installs.
Requires Default to PostgreSQL 17 for fresh installs (!9286 - merged) to be merged first
