Backport: EL10 requires SELinux and perl packages

What does this MR do?

Backport EL10 requires SELinux and perl packages (!8923 - merged) into 18-6-stable. The Build and publish packages for AlmaLinux 10 (#9164 - closed) Issue, added the feature to build EL10/OL10 packages. But the runtime dependency for policycoreutils has not been set for EL10/OL10 packages and causes a crash, this just expands the if statement responsible in gitlab.rb to add the package which will fix this issue. This needs backporting as the EL10/OL10 18.6.0 packages on packagecloud need this dependency to operate correctly.
