What does this MR do?

Fix registry sv permissions

We sometimes call registry migrations with the registry system user instead of the root user. The registry migration command will attempt to restart the container. Therefore it needs access to the supervise files.

Migrations also write to registry log files. In general, it makes sense that the registry system user should be able to:

• manage its own runit service.
• access its logs.
