refactor: Extract pg-upgrade for testability
What does this MR do?
This MR contains some refactoring to allow the creation of tests and safer modifications in gitlab-ctl pg-upgrade code. This was originally a larger MR that is being split into two. This first MR only contains refactoring, no real changes to the behaviour of the code.
