Enable Hugo build job for docs pipelines
What does this MR do?
Enables the Docs website test job we added in !8162 (merged).
This runs on docs pipelines. It will fail if it detects problems with docs content that will impact the website build.
The new website launches Feb 16-17, but we can enable this job now because Omnibus docs have been prepped to work with Hugo (via !8148 (merged)).

Validate potential values for new configuration settings. Formats such as integer10, duration10s, URIscheme://user:passwd@host:portmay require quotation or other special handling when rendered in a template and written to a configuration file.
