Set env var 'GIT_REF' when building KAS

What does this MR do?

This MR sets env var GIT_REF when building KAS.

This GIT_REF could be a version (e.g. v17.1.1) or SHA value. KAS will use GIT_REF to indicate which commit the build is based on. GIT_REF will be newly introduced by Respect GIT_REF env var when building KAS (gitlab-org/cluster-integration/gitlab-agent!1595 - merged).
