Added default config for pre_sleep and post_sleep for logrotate

What does this MR do?

Added the default value for pre_sleep and post_sleep. This way the user is aware that they can increase the frequency on how often logrotate is triggered.

This is helpful if they want to rotate based on maxsize but they don't want to wait for 50 minutes to check the size.
