Add geo_logcursor['enable'] to template gitlab.rb
What does this MR do?
A customer is reconfiguring 'toolbox' machines in their scaled out environment (for running the database migrations during upgrades) and ensuring services like puma, sidekiq etc. aren't running on them.
One loose end was the log cursor process, and I found in the docs that the enable
option does exist.
Adding it to the gitlab.rb
template.
