Explicitly set license for nhooyr.io/websocket

What does this MR do?

Updates the license check rules. The library changed the license to ISC. See https://github.com/nhooyr/websocket/blob/v1.8.10/LICENSE.txt. GitHub says it's an OSS license.

According to https://about.gitlab.com/handbook/legal/product/#using-open-source-software we should check the license against the list at https://blueoakcouncil.org/list. ISC is in the Silver list there, so should be fine.

The build is currently failing because of this https://gitlab.com/gitlab-org/build/omnibus-gitlab-mirror/-/jobs/5461233743#L4352.
