Draft: Add bash-shell command completion for GitLab Omnibus commands
What does this MR do?
This adds new bash-shell TAB-completions for GitLab Omnibus commands:
gitlab-ctl
gitlab-rails
gitlab-rake
gitlab-backup
gitlab-redis-cli
This is an minimum viable change, and includes shell completion for the bash shell only, without reliance on the Bash Shell Completion Framework.
