Toggle recommend_pg_upgrade to false for now

What does this MR do and why?

Toggles recommend_pg_upgrade to false until we are closed to deprecating PG13 in GitLab 17.0. This is a backport of master MR !7059 (merged).

Relates to #8101 (closed).
