What does this MR do?

This MR removes the cluster-ratelimiting instance as the application no longer supports cluster-ratelimiting instance.

• Documentation created/updated. (docs were omitted in !6548 (comment 1223465763) as the Scalability team was trying out Redis Cluster)

• Integration tests added to GitLab QA.
• Equivalent MR/issue for the GitLab Chart opened. - gitlab-org/charts/gitlab!3175 (closed)
• Validate potential values for new configuration settings. Formats such as integer 10, duration 10s, URI scheme://user:passwd@host:port may require quotation or other special handling when rendered in a template and written to a configuration file.
