Add AlmaLinux 9 packages

What does this MR do?

Add AlmaLinux 9 packages

- Adds AlmaLinux 9 package test and build jobs.
- Excludes FIPS packages for AlmaLinux 9 because OpenSSL 3.0 is not yet
  FIPS compliant nor does upstream provide a FIPS compliant package at
  this time to ship.
