Include SLES jobs in build-package-on-all-os pipeline

What does this MR do?

SLES images are private and available on from dev.gitlab.org. Hence, when initially build-on-all-os pipeline was implemented, we skipped them. Following https://docs.gitlab.com/ee/ci/docker/using_docker_images.html#access-an-image-from-a-private-container-registry, we can make the images available to .com pipelines.
