Update gitlab-depscan image to latest 2.3

What does this MR do?

To address gitlab-depscan reports duplicate dependencies (gitlab#382237 - closed) we have released a new patch version of the gitlab-depscan analyzer. This MR updates the CI config of the omnibus project to use the latest version of the analyzer.
