Draft: First pass at a concurrent build in omnibus

What does this MR do?

No merge/POC. This MR extends !6707 to build software definitions concurrently according to a number of workers. This MR pulls from the strategy used by barista-gitlab-builder but using concurrent-ruby-edge.

This change is for discussion, metrics, and an easier time locally debugging build isolation.
