Exclude QA-Tag job unless explicitly required
What does this MR do?
With gitlab!105177 (merged) and !6635 (merged), we are now publishing QA images to Dockerhub from gitlab and gitlab-foss pipelines.
However, there are downstream projects like JiHu which still depend on the old way of releasing things, and this is managed by BUILD_GITLAB_QA_IMAGE
env variable.
This MR makes it so that the QA-tag job is included in the pipeline only if the variable is present and have true
as value.
