Exclude ee/config/metrics from qa image build

What does this MR do?

This MR intends to fix the error that the file name ee/config/metrics/counts_28d/20230210200054_i_ee_code_review_merge_request_widget_license_compliance_full_report_clicked_monthly.yml is too long which stops the process of QA image build.
