Ensure specs run fine with Ruby 3

What does this MR do?

Handle the positional argument change that was made mandatory in Ruby 3

Make rspec tests Ruby 3 compatible

- Updates positional arguments in rspec tests
  that changed in the Ruby 3 major version update

Testing

$ docker run -it ruby:3.0 bash
$ git clone https://gitlab.com/gitlab-org/omnibus-gitlab.git -b "run-specs-with-ruby3"
$ cd omnibus-gitlab
$ bundle install
$ bundle exec rspec spec/lib
