Ensure correct job is used for generating FIPS package URL

What does this MR do?

Because the fips flag was not passed to the method detecting the package build job, it used the Trigger:package job instead of Trigger:package:fips job to generate the URL of the package. This resulted in a non existent URL (where the job was Trigger:package, but the path to file was that of FIPS package).

This MR fixes it.
