Revert " Update python3 from 3.9.6 to 3.10.7"
What does this MR do?
Revert the update of python3 from 3.9.6 to 3.10.7, because it fails to build SSL modules in Amazon Linux 2. This is because Amazon Linux 2 still has openssl 1.1.0, while Python 3.10 requires openssl 1.1.1.
The proper fix is bumping openssl in AL2 builder image.
