Stop building QA image in auto-deploy pipelines

What does this MR do?

With gitlab-qa!1042 (merged), for testing deployments using auto-deploy packages, we are using the QA image built in GitLab pipelines and not omnibus-gitlab pipelines. Hence, there is no need to build QA image in auto deploy tag pipelines in omnibus-gitlab.
