Automatically populate CI database connection from main

Thong Kuah requested to merge populate_ci_db_connection_if_not_specified_from_main into master

What does this MR do?

We wish all installations to use ci: database connection from now on.

In %16.0 we will require ci: database connection to be mandatory.

This Omnibus MR populates ci database key from main: automatically. If the user has specified their own CI database, then we don't do anything.
