Exclude Spamcheck libraries from build

What does this MR do?

Spamcheck v0.3.0 checked in Tensorflow Lite shared libraries in the Git repository (https://gitlab.com/gitlab-com/gl-security/engineering-and-research/automation-team/spam/spamcheck/-/blob/299dc762402be294ddb4096348f948c817fafc96/app/mlengine). However, GitLab Omnibus recompiles and installs its own version of Tensorflow Lite, so these files are unnecessary.

Excluding this directory saves about 13.7 MB of space. However, it does not eliminate the glibc warnings that show up on Amazon Linux 2 and CentOS 7 because the exclusion happens after the health check.
