Use QA images from GitLab rails container registry

What does this MR do?

Instead of building QA image in triggered pipeline, use the image from GitLab rails pipelines

Use QA images from GitLab rails container registry

- Stop building QA images during package-and-qa triggered pipelines
- Pull QA container image using the edition to select the correct
  upstream GitLab Rails project container registry
