Allow Chef FIPS auto-detection

What does this MR do?

When Chef detects a FIPS system, it does some monkey patching to ensure Chef does not crash if MD5 is used. Chef::CookbookVersion#checksum_cookbook_file calls Chef::Digester#generate_md5_checksum_for_file, so the Ruby MD5 has to be available for now.
