Use child pipelines for package-and-qa jobs

Replaces the multi-project pipelines used during package-and-qa jobs
with child pipelines. Pipelines will no longer require the presence of
the commit SHAs in omnibus-gitlab-mirror, a process which is
periodically broken when mirroring stops during a security release.

What does this MR do?

Replace multi-project pipeline with child pipeline for package-and-qa runs. Advantage: No more "wait for SHA to reach omnibus-gitlab-mirror", which is periodically broken during security releases.
