What does this MR do?

Updates package_cloud gem from 0.3.05 to 0.3.09 to update thor from 0.x to ~> 1.2 (1.2.1 in this MR).

Unpinning thor gem from the specific version looks safe now as pinning was done in !307 (merged) in 2015: !307 (1e89d776).
