Gracefully handle blank CPU information
What does this MR do?
On some platforms, such as a Raspberry Pi 4 on Ubuntu 22.04, Ohai does
not properly parse the lscpu output
(https://github.com/chef/ohai/issues/1760).
If there is no node information, default to a single thread.
