Adjust worker processes to use real CPUs instead of cores

What does this MR do?

!6192 (merged) fixed a problem where total CPUs were 0 by falling back to the number of cores, but in looking at some data for some hosts it appears the number of cores may be overkill. Use the number of real CPUs instead to better approximate previous behavior.
