global: Remove deprecated `self_signed_cert` setting

What does this MR do?

This MR fully removes the self_signed_cert setting which had been deprecated in v14.8 and removed in v15.0 already. While at it it also adds a missing deprecation warning to make admins fully aware of this deprecation.
