Migrate from Chef to Cinc
What does this MR do?
Migrate to cinc from chef
- Use cinc as a replacement for Chef in Omnibus GitLab. To avoid
conflating migration issues with upgrade issues, the change
intentionally uses the cinc version that parallels the version of chef
currently shipping in the Omnibus GitLab package.
