Move specs testing non-chef components to own directory

Balasankar 'Balu' C requested to merge 3217-restructure-spec-lib-directory into master

What does this MR do?

Mimic the code structure in lib/gitlab for tests also. Moves spec/gitlab and spec/rubocop to spec/lib/{gitlab,rubocop} structure.

As a bonus, implement a projectionist configuration file, which lets easier navigation.
