Relative url support for omnibus installations

This MR is partly based on !401 (closed) (see !401 (closed) for some discussions on implementation way)

TODOs:

  • test if gitlab-shell works
  • test it on centos
  • implement relative url configuration via parsing of external_url instead of gitlab_rails['gitlab_relative_url']
  • Docs, changelog
