Add role for Spamcheck

What does this MR do?

Add a role for spamcheck that makes it easier to spin up a spamcheck instance.

I essentially used it to test gitlab-org/build/CNG!888 (comment 838113685)

• Integration tests added to GitLab QA
• Equivalent MR/issue for the GitLab Chart opened
