Bump prometheus to 2.30.4

What does this MR do?

Bumping the version of the bundled prometheus to 2.26.1 as it introduces support to AWS Sigv4, which is necessary for AWS Managed Prometheus.

2.26.0

  • [CHANGE] Alerting: Using Alertmanager v2 API by default.

So we need to confirm our alertmanager is compatible
